It is quite true that India is accused of human rights violation by many within India as well as outside India. This does not mean that the situation in India in this respect is worse than that in other democratic countries like USA or UK.
It is believed by many that in earlier days the cast system prevalent in India was a major violation of human rights, and that the effect of this old system still continues. But using this logic to single out India as a major human right violator has two flaws. First, the suppression of lower cast people in India was never as oppressive as, let us say, practice of slavery or injustice done to native Americans in USA. Thus it will not be fare to say that even in past human rights violation in India was any worse than in most of the countries of that time.
Second, the incidence of human rights violation in India has been eliminated to a great extent after its independence in 1947. This is the result of government regulation as well as change in attitude of public attitude. The attitude of people in general towards system of casts has changed considerably in India under influence of Mahatma Gandhi. Even before Mahatma Gandhi there were many many popular social and religious reform movement like Arya Samaj and Brahm Samaj and , that rejected division based on casts and espoused the cause of equality for all human beings.
Indian government has made considerable contribution to further prevent prevention of human rights in general and protection of lower cast people in general. Specifically since 1977, changes have been made in various laws to curtail arbitrary power of police. Additional laws have been enacted to provide for faster investigation and punishment of crimes against people of unprivileged cast. In addition various concessions are given to people of unprivileged class in admission for higher studies and in employment.
