Malcolm is in exile in the court of Edward the Confessor, an English king that was known not for his power but his piousness. Malcolm would not be welcome if he were immoral. Also, his test for MacDuff which consists of misleading MacDuff about his own character in order to see whether MacDuff cares more for Scotland or revenge, shows that he has Scotland's true interests at heart.
